The proposal for a mixed residential, tourism and industrial precinct by Andorra Developments has been granted approval by Dubbo Regional Council. The plan now needs to be ticked off by the Heritage Council of NSW before work can get underway.
Andorra Developments managing director Mark Stanford said he expected activity to begin on the site in the second quarter of next year.
“We purchased the site in 2011, so we’ve owed in for seven years and it’s been a constant battle for seven years. But I think the last six months have definitely accelerated the opportunities of the site,” he said.

The site will include more than 400 houses. Mr Stanford said there was also a tourism zone which could be used for food and beverage buildings like a cafe or pub, as well as accommodation.
A bottleshop is no longer part of the plan after it was refused by Dubbo City Council two years ago.
Mr Standford said the development would take advantage of the existing heritage structures.
“There’s over 40,000 square-meters of industrial existing sheds that were built for an industrial use during World War II. They’re state significant structure, they’re beautiful pieces of architecture that we intend to take full advantage of,” he said.
Despite the struggles of getting the site approved, Mr Stanford said his company had invested heavily in Dubbo and he thought it was the place to be long-term.
