Mr Norris is wanted on a warrant issued by Rylstone Local Court in relation to assault.
Police have described Mr Norris as a 33-year-old man Caucasian in appearance, with brown hair and brown eyes.
Police have urged anyone with information in relation to Mr Norris to call Crime Stoppers on 1800 333 000 or use the Crime Stoppers online reporting page: https://nsw.crimestoppers.com.au/.
Police have said any information provided will be treated in the strictest of confidence.
