Extensions to Club Dubbo have been approved by Dubbo Regional Council but councillor John Ryan says the decision may come back to haunt council.

According to planning documents, the work at the club includes “new indoor and outdoor gaming and TAB facilities and terrace areas” aimed at “maximising views over the Macquarie River and Central Business District to the east”.
Neighbours have raised concerns about the increased noise levels from the extension. However, council decided not to enforced double-glazed windows.

“I was concerned when [neighbouring resident Alicia] Rich said the consultant said to them double glazing would be the best option, yet we don’t see that in the report.
“I’ve been heavily involved with live bands and music having had a pub and these are hairy issues and I think when you’re talking of a development of $10 million than an investment of $200,000 to save on power costs, both heating and cooling, I think it’s little to ask.”
However councillor Dayne Gumley disagreed.
He said while the independent consultant may have believed double glazing was the best option to reduce the noise it was not the recommendation in either of the two acoustic reports.
The applicant had jumped through all of the hoops council had made them jump through, Cr Gumley said.
Councillor Kevin Parker said issues had also been raised about a possible noise wall. If a three metre noise wall was built in the car park, the acoustic report said it would be targeted by graffiti artists because of the location, size and isolation.
Instead, a smaller 1.8 metre wall will be built. The club will also need to monitor the sound levels of music, all external doors will be automatic closing and restrictions will be placed on the number of people on the terrace.
Councillors Ryan and Anne Jones both voted against the extension going ahead.
