Mr Shields, who is standing in the North Ward, worked alongside Mr Dickerson as deputy mayor.
The emeritus title was usually given to professors when they retired, Mr Shields said, but it could also be granted to former mayors who had served for more than three years.
“I’m not going to pretend that Mathew and I had the most perfect working relationship – especially early in our time on council. But one thing I can say is that he did put 100 per cent effort into his time as mayor. His efforts certainly scored a lot of stunning results for the community,” he said.
To have Mr Dickerson become an emeritus mayor only required an email to the Local Government Association, Mr Shields said, at no cost. He would pursue it of elected, he said.
