In a high quality match at Parkes, a repeat of the game played at the same stage last season which was won by Parkes, the hosts led 1-nil at half time.
But Dubbo lifted and Maddisyn Cafe locked things up in the second stanza.
Neither side could score during the rest of normal time or two periods of extra time, meaning it was decided by a penalty shoot out.
Dubbo prevailed 3-2 in the shootout thanks to a superb effort by goalkeeper Lilli-Rai Campbell.
Best for the Dubbo College side in a tremendous all-round performance was Meg Keizer, Brooke Pilcher and Emily Goedee.
Dubbo College sports coordinator Craig May praised the entire side and was especially keen to thank coach Gaylene Lemon, who took on the job at short notice.
