Bathurst Regional Councillor Ian North will serve as deputy chairman of the council. Both men were elected unopposed.
The council is a single purpose local government authority that is responsible for controlling noxious weeds in the areas of Bathurst Regional Council, Lithgow City Council, Oberon and Blayney Shire Council's.
Councillor Braddon said he'll be working in his position to ensure the council fulfils its obligations to control weeds.
"Finance is our biggest problem because the state government has got no money," he said.
All four councils represented on Upper Macquarie county council contribute funds to help maintain the councils operations.
The state government also provides funding but has reduced the level of money it contributes to the council in recent budgets.
