The company lodged the applications with NSW Trade and Investment's Resources and Energy Division.
The Greens' Jeremy Buckingham has called on the state government to freeze the application processed for the three licences.
"Many other regions across NSW have been in open rebellion against the intrusion of the coal seam gas industry," Mr Buckingham said.
He said it would be foolish for the government to allow the industry to expand into the Dubbo region.
