The company's general manager NSW Michael Sutherland said construction would begin almost immediately.
Communities surrounding the mine site, about 50 kilometres south-west of Dubbo, will make up the bulk of its 120-strong production workforce.
Mining at the site will include open-pit and eventually underground operations, potentially for a decade.
Mr Stoner was joined by Resources Minister Chris Hartcher and Dubbo MP Troy Grant in making the announcement.
The state government's Community Cabinet is meeting in Dubbo today.
