The multi-million dollar Ambience development at Fairy Meadow was to include a Coles supermarket, specialty shops and residential apartments.
Work on the controversial project stopped last year when the troubled Belmorgan development company ran into more financial strife.
Belmorgan is operated by the Kosseris family, formerly of Dubbo.
Residents adjoining the Ambience shopping centre development site are distraught with safety concerns over the large cracked and crumbling concrete walls overshadowing their homes.
They can’t understand how the project was allowed to proceed when building height and set-back regulations allegedly breached local government rules.
The residents have no-one to complain to because Wollongong City Council was sacked after being found to have engaged in corrupt conduct.
The Wollongong City Council administrator has expressed concerns about the Ambience site and is seeking legal advice.
John Kosseris purchased Dubbo’s heritage-listed former RAAF base in 2003 for $4.65 million and spent years trying to develop the precinct.
It has since been sold.
Dubbo City Council rejected development applications for the RAAF base because they fell outside council rules.
Belmorgan’s debts are understood to include a $5.3 million loan to the Bank of Queensland for the former RAAF base.
