These facts emerged as part of Dubbo City Council's response to a 2007/08 draft management plan submission from the Improving Powter Park Committee requesting further information on the planned development.
The letter, signed by four committee members, could only be described as terse and carried a strong undertone of disapproval that "no real consultation has taken place".
Parks and landcare director Ken Rogers disagreed with that statement in his report on the issue that will go before council's Finance and Policy Committee tonight.
"The assertion ... is not accurate. The manager horticultural services has met on several occasions with the committee," his report stated.
The committee's submission states at the outset they "do not oppose a BMX facility being built for the children of Dubbo" but according to Mr Rogers resistance against placing it in Powter Park has been building among some local residents and businesses.
Mr Rogers described in the report one of the meetings he and general manager Mark Riley had with committee spokesman Chris Gibson.
"Mr Gibson explained that his opposition to the project largely stemmed from the unsightliness of a BMX track opposite his proposed property development and the risk of youth damaging cars on the lot at Golden West Holden (Mr Gibson's employer)."
The Improving Powter Park Committee is eager to see the infrastructure and maintenace of the park brought up to a higher standard, but according to Mr Rogers that will only be likely to happen if the BMX track goes ahead.
"As already explained to Mr Gibson and the committee, if it were not for the fact that the BMX track is to be built at Powter Park, there would be no other development of the park in the foreseeable future as the neighbourhood is well served by the adjacent facilities in Barden Park," Mr Rogers' report stated.
