About 250 properties in the Dubbo local government area will receive waste collection services for the first time when the three bin service is introduced.

There will also be at least four properties which will have their waste collection services cut.
The three bin service – which includes the new food and garden organics bin – will be introduced to Dubbo, Wellington, Geurire, Brocklehurst and Wongarbon in July. However, multiple unit dwellings will be excluded.
Eumungerie, Ballimore, Mogriguy, Bodangora, Mumbil and Stuart Town will get a two bin service – recycling and mixed waste.
The new waste contract is on the agenda for Dubbo Regional Council’s infrastructure committee meeting on Monday night.
In a report on the proposed contract, council’s manager solid waste Mark Giebel said there would be a limited number of cases where mixed waste collection would be stopped completely. It included residents who lived across the Bell River and bought their bins near the Wellington Caves to be emptied.
Because the waste vehicles are unable to service the area, the rubbish will no longer be collected.
There will also be changes to the domestic waste charge. Under the current proposal, the areas of Dubbo which will receive the new bin will see their costs jump from $294.96 per year to $378. The charge for areas in Dubbo with only two bins will rise to $308.
The proposed roll out of the new bins across the Dubbo, Narromine and Mid-Western council areas will take place from mid-May to June. Areas receiving the new food and garden organics bin will also be supplied with a kitchen caddy and special compostable caddy bin liners.
Mr Giebel said bin owners would have the choice to keep their current bin and use it for another purpose or giving it to council.
