Police will allege the off-duty officer, who had been seconded to work during the festival, attended a home in Tamworth about 3am on Monday, January 22, where two assaults occurred.
The incidents were reported to Oxley Police District three days later, and an investigation immediately commenced.
The Daily Liberal understands the alleged offender is not linked to Orana Mid-Western Police District, which had police working at the festival.
The man was arrested at a property in the Canobolas shire on Friday, following the execution of a search warrant.
He was taken to Dubbo Police Station where he was charged with sexual intercourse without consent and assault with act of indecency.
He has been granted conditional bail to appear at Dubbo Local Court on Wednesday, April 18.
The officer has been suspended.
