A Planning Proposal is currently before Dubbo Regional Council for the estate expansion. It includes the rezoning of 19,500 square-metres of land to allow for the development of a neighbourhood shopping centre.
The minimum lot sizes will also be reduced from the original 600 and 4000 square-metre lots.
Maas Group Properties general manager Steve Guy said the development would accommodate 1645 dwellings, as well as a neighbourhood shopping centre on the future Boundary Road.

Mr Guy asked council to allow a shopping centre as part of the neighbourhood shops for the convenience and growth of the estate.
The supermarket would create 169 direct jobs for Dubbo, Mr Guy said, and another 68 indirect jobs. It’s expected to provide for about 10,000 residents by 2031.
“We did a review of Delroy [Park Shopping Centre] before and during putting the planning proposal in… we tried to look at that situation and improve on that to provide better facilities,” he said.
The changes to the planning proposal were recommended for approval by council’s Planning, Development and Environment Committee.
Council has also recommended to go forward with a $2 million works-in-kind agreement with Maas for the first 950 lots of the stage two development. A land swap to exchange 3.152 hectares of council land for 5.817 hectares of Maas land was also given a stamp of recommendation.
A plan to have $772,000 in developer contributions from earlier works refunded was not recommended for acceptance.
The recommendations will now go before the November council meeting on Monday.
