Mr Devitt has been appointed as director infrastructure and operations.
Since 2006 Mr Devitt has been the Director of Technical Services at Orange City Council. He joined Orange council after working as general manager of Forbes Shire Council.
Mr Devitt is also a Fellow of the Institute of Engineers Australia, a Chartered Professional Engineer and holds professional qualifications in engineering and management.
Dubbo Regional Council’s general manager Mark Riley said: “Mr Devitt brings to Dubbo Regional Council extensive experience in a large, regional city with previous responsibilities for a number of major strategic infrastructure projects across water, sewer, waste, roads and engineering services”.

Mr Devitt will join the four directors who have already been appointed.
Natasha Comber will head the Economic Development and Business team, Craig Giffin is Corporate Services director, Melissa Watkins will head up Planning and Environment and Murray Wood will run the Community and Recreation division.
Ian Bailey has been working in the director role after Stewart McLeod resigned in December.
“I have personally thanked Ian Bailey for his leadership of the Division over an extended period of time and for his strategic management of a number of major projects including securing funding for the Boundary Road extension and progress of the Wellington CBD beautification project,” Mr Riley said.
Mr Bailey will move to manager infrastructure delivery.
Mr Devitt will commence his new role as director infrastructure and operations in coming weeks.
Council is in the process of developing a new organisational structure.
