The CBD Precincts Plan, and the 50 Bright Ideas, were developed from the thousands of suggestions made during the Ignite Our Centre Community Engagement Program.
Four categories of implementation have been created: placemaking, cutting red tape, infrastructure development and making development easier.
Four of the ideas from the fast track approvals program have been completed or are currently underway:
-23. Streamline the process to obtain a busking approval across the CBD.
-24. Allowing coffee shops and cafes to have longer trading hours and utilise social media and on-street advertising promotions.
-25. Enable pop-up eateries at key sites in the CBD.
-26. Investigate options for a revised street trading policy to allow retailers to easily use the footpath for street trading and promotions.
In the CBD Infrastructure Improvements program, nine of the ideas are currently being developed:
-28. Plan for infrastructure upgrade to the Church Street Rotunda.
-29. Investigate the allocation and utilisation of bike parks in the CBD.
-30. Investigate options to link the Tracker Riley Cycleway to the CBD, such as a trail of LED-lit sculptures.
-31. Plan for footpath extensions or removal of some car parking spaces to provide street dining or parklets.
-33. Investigate the current parking requirements for various types of business activities in the CBD.
-35. Investigate the options for the provision of shade over the council-owned carparks in the CBD.
-37. Investigate options for permanent lighting installations at night time to improve safety and security.
-39. Consider further extension of existing bike paths along Bligh Street and make bike paths safer for children.
-41. Consider access to and from the CBD for all road users.
There are also three of the bright ideas in the Development Incentive Program that council is working on:
-45. Encourage and use and activation of the former post office building.
-46. Develop a start-up kit and other mechanisms for new businesses in the CBD.
-47. Consider the provision of targeted development incentives through Section 94 and 94A contributions to encourage development.
Dubbo Regional Council administrator Michael Kneipp said it was great to see how many of the suggestions had been completed or where on their way towards being completed.
The CBD Precincts Plan was developed to revitalise the main business district and help it grow.
