Labor leader Luke Foley visited Queanbeyan on Wednesday saying regional infrastructure should get the full share when the state pockets proceeds from the sell-off.

But the NSW government says it will consider directing cash from the sale to a local fund in light of the region's stewardship of the renewable electricity scheme.

Mr Foley said his party, expected to make its next run for government in 2019, would build a primary school for the fast-growing suburb Googong if it spent proceeds from NSW's stake in the scheme, valued at $3.6 to 5 billion.

He signalled using the money for a Sydney to Canberra fast train, ahead of a meeting with ACT Chief Minister Andrew Barr on Thursday, and also pointed to infrastructure for East Maitland, Port Stephens and Pottsville.

The state Coalition had wasted money on cost blowouts in Sydney projects, Mr Foley said.

"It's regional communities crying out for infrastructure," he said.

"All of the four to five billion dollars [the NSW government] receives ought to be allocated to building schools, hospitals, roads and water security infrastructure across regional NSW."

Mr Foley said Labor would only support the sale if the Snowy Hydro remained in public hands, a condition the NSW government has already flagged with its federal counterparts.

The NSW government does not need legislation to pass the state's parliament for the sale to proceed.

Deputy Premier and member for Monaro John Barilaro said the government had set up a $6 billion reserve for regions from proceeds of its poles and wires sell-off.

Since 2011 the government had kept 30 per cent of cash raised from all asset sales for infrastructure in the bush, he said.

Regional NSW would receive the same percentage of cash raised from the Snowy Hydro sale, and the government would also look at directing money to a local fund, Mr Barilaro said.

The NSW government was working out the sale's details with the federal Coalition, which needed its own valuation of the Snowy Hydro scheme.

Mr Barilaro said he would prefer regional NSW received 30 per cent of all state asset transactions than 100 per cent from one sale.

He expected a clearer timeline for the construction of a school in Googong would emerge in the next six months.

Canberra Region Joint Organisation chairman Rowena Abbey welcomed Labor's proposal.

The CRJO has made a list of priority infrastructure for the region, including Bega, Eurobodalla, Snowy Monaro and Young.

"There hopefully could be some agreement from parliament [both NSW state and federal] that regional NSW has not properly been funded to a level to allow this push into regional growth," Ms Abbey said.

She suggested projects like water security and sewerage infrastructure for towns including Bombala or Burrow; upgrades to the Kings, Princess and Barton Highway; and technology infrastructure for other regional towns.

On Tuesday, ACT Chief Minister Andrew Barr travelled to Sydney to make a case for a Canberra to Sydney fast train.
