Bolwell has been in hospital on the Gold Coast following the April 8 fall at Warialda, in which fellow rider Darren Jones died and Leanne Henry was also injured.
The National Jockeys Trust said on Tuesday Bolwell would likely be moved to Sydney to begin her rehabilitation "within a week or so".
"Still a long road ahead", the NJT tweeted.
Bolwell was diagnosed with bleeding around the brain, and fractures in her neck and foot after the fall, in which Henry broke her collarbone.
Bolwell began talking to her family after her breathing tube was removed two weeks ago.
