On Monday, the council will hold an extraordinary meeting to review the draft 2017/18 operational plan and budget. If approved by administrator Michael Kneipp, the budget will go on public exhibition for 28 days, allowing members of the pubic to comment before it is adopted.
The budget report indicates more than $214 million will be spent by council in the 12 months, and the organisation’s assets will total around $2.93 billion.
Across the next four years council has planned to spend $51.8 million on the road network.
Of that, $33.5 million has been allocated for urban roads, including the development of Boundary Road in two stages. Stage One, which has been allocated $4.56 million in 2017/18, will go from Wheelers Lane to Alexandrina Avenue. It will be followed by stage two the proceeding year worth $3.86 million.
Millions of dollars have also been bookmarked for the Dubbo City Regional Airport.
A total of $18.49 million has been allocated for the next four years, starting with the $9.27 million strengthening of the runway and lighting upgrade in 2017/18.
More than $34 million has been proposed for Water Supply services across the next four years for major augmentation and asset renewal works, while Sewerage Services has been allocated $26.3 million.
The much-loved DREAM Festival has not been forgotten with $40,000 allocated to the event each year. Meanwhile the Multicultural Festival is likely to get $20,000 each year for the next four years.
Rates, the water usage charge, sewerage services, the drainage services levy and the waste charge have all been proposed to increase by 1.5 per cent from 2016/17.
In Dubbo, water charges will increase to $1.97 per kilolitre. In Wellington a tiered pricing structure will continue with usage up to and including 300 kilolitres costing $2.13 per kilolitres.
The charge for sewerage will be $735.58 and stormwater has been set to increase to $91.62.
While it is yet unknown if council will introduce an Organics Kerbside Collection Service, the annual charge for the Domestic Waste Management in Dubbo has been proposed to increase to $294.96.
The draft operational plan and budget meeting will be held in the Dubbo council chambers on Monday.
