Police will allege on Saturday about 5pm the 20-year-old went to the IGA in Tamworth Street, well-affected by alcohol.
The man asked for credit to purchase items and when he was refused he allegedly went into a rage, acting Inspector Scott Bolton said.
The 20-year-old is accused of threatening a staff member and then hitting and punching the store employee in the head, chin and shins.
The man is further accused of assaulting a member of the public who attempted to help the employee.
At one point the accused is alleged to have picked up his own dog and thrown it on to the roadway.
The man is alleged to have continued abusing and attempting to assault the employee until police attended.
Officers arrested the man at the scene.
He was charged with assault and affray offences.
He was refused bail to appear in Dubbo Local Court on Monday.
