Reginald Kenneth Arthurell was sentenced to 24 years in jail in 1997 for violently bashing Venet Mulhall in her Coonabarabran home.
But now he will remain behind bars after the State Parole Authority (SPA) made the intention to refuse parole at a closed door meeting on Thursday.
“SPA made the intention to refuse parole on the grounds that the offender presents as an unacceptable risk to the community and had not participated in the required external leave programs,” the NSW State Parole Authority said in a statement.
“The Serious Offenders Review Council (SORC) had also advised that Arthurell’s release was not appropriate.
“Arthurell, 70, was sentenced to a maximum 24 years in prison in 1997 for murder. That sentence will expire on 24, May 2021.”
In making the decision, SPA said it considered several reports including from SORC and Community Corrections.
