The Royal Commission into Institutional Responses to Child Sexual Abuse found Tennis NSW "abrogated its responsibility" to the promising young player.

"Tennis NSW completely disregarded BXJ's welfare and interests," the commission's report states.

The commission's report into sexual abuse in sports clubs, released on Wednesday, stated that Tennis NSW should apologise to the young woman, who was allegedly abused by then assistant state coach Noel Callaghan between 1997 and 1998.

Tennis NSW met the player and her parents to discuss the allegations in 1999 but the commission's report found that she was asked "highly personal and inappropriate questions" by the investigator.

The report criticised Tennis NSW for not making the young woman aware of the findings of the investigation and failing to offer any support or counselling.

"The royal commission found that in deciding to take no further action, Tennis NSW abrogated its responsibility to BXJ and transferred the burden of pursuing the complaint to her," the report stated.

Mr Callaghan, a former coach to players such as Sam Stosur, has faced several charges alleging sexual harassment of his pupils but was found not guilty in his only trial. He denies all allegations of wrongdoing.

Tennis NSW president Gregory Doyle offered an unreserved apology to the former player in a statement.

"Tennis NSW acknowledges that the response to her at the time was entirely inadequate and that she should have been supported with greater attention and compassion when she made allegations," he said.

"Similarly those who also brought further matters to the attention of Tennis NSW at the time should also have been properly responded to and regrettably this did not happen."

Mr Doyle said Tennis NSW had tightened child safety policies since the alleged abused occurred.

Football NSW, which was part of the same inquiry, was commended by the commission for the efforts it had made to improve child protection.

The inquiry, held last year, heard an eight-year-old player was repeatedly raped by her coach at a Sydney soccer club in the 1990s. She told the inquiry she was later diagnosed with HIV.

The commission's report found Football NSW had implemented a range of child protection measures since the abuse was uncovered.

Queensland Cricket, which also formed part of the hearing, was advised to review support to local cricket clubs so they can implement child protection policies and practices, according to the report.
