Councillor Ian Woodcock was elected to the position in a two-way contest with Cr Bill Murray by five votes to four at on Tuesday.
Cr Manuel Martinez was elected in a two-way contest with incumbent deputy mayor Jane Keir by five votes to four.
The term of office for both the mayor and deputy mayor will run until September 2018.
Cr Woodcock, from Lightning Ridge, was mayor from 1995 to 1999 and from 2008 to 2011.
