The proposal for the Village Streets Sealing Program has been recommended for adoption at the June ordinary meeting of council on Wednesday.
It outlines the timeline for the 45 segments of unsealed streets in Ballimore, Brocklehurst, Eumungerie and Wongarbon across a ten year period.
A total of 50 submissions were received on the draft program, according to the report to council. Of those, 36 were from Wongarbon residents and 14 from Eumungerie.
The Wongarbon submissions included a petition to make Derribong, Bundemar and Railway streets the top priority of the village, and moving Braithwaite Street to a later year.
The petition said: "These streets are all populated with no vacant land and ratepayers feel the need to ensure these roads are sealed as a high priority as the continual dust and conditions of these roads are unbearable.
"The fact that these residents have witnessed the Firgrove Water Tower Road being done ahead of their streets has made residents rather annoyed and would not appreciate another unpopulated road such as Braithwaite Road being sealed ahead of their own."
Eumungerie's submissions called for Emu and Balladoran streets to be a higher priority.
Residents also expressed disappointed at Eumungerie not having any roads sealed until the third year of the program.
However if approved on Wednesday night, the work at Eumungerie will start in 2017/18 with Balladoran Street. Meanwhile, Railway Street will be the first priority for Wongarbon.
"As a result of this amendment the effect on the program would be for Derribong Street to be sealed a year earlier in 2016/17. Berida Street (Bundemar to Werrigal) would be given a lower priority from 2020/21 to 2025/26 and Werrigal Street (Berida to Beni) changed from 2020/21 to 2024/25," the report to council said.
Ballimore and Brocklehurst streets have remained the same with Barbijal Street in Brocklehurst scheduled to be sealed in 2016/17, followed by Mara Street in 2018/19.
