A CHILDCARE centre in Dubbo has had its fees to Western Plains Regional Council corrected by almost $4000, following an administrative error.

A modified development application has been approved by council to reduce the Section 64 Water Supply Headworks contributions of proposed childcare centre on Spears Drive, Dubbo.
The paperwork from council stated the centre had to pay $18,930, instead of the correct amount of $15,089.
Council administrator Michael Kneipp corrected the contributions at the May ordinary meeting of council.
The centre also sought to have more than $20,000 in Section 94 Roads contributions waived, however in a report to council senior planner Shaun Reynolds said removing the fees was not justified.
Development consent was granted in September last year for a childcare centre in west Dubbo in the former Gordon Community Centre.
About 50 children will be able to attend the centre, which will run five days a week from 6am to 7pm. It will employ 10 full-time staff and five part-time staff.
Mr Reynolds said the Water Supply Headworks contributions were reduced due to an error in the wording of the fees owed.
The amount owed was calculated based on 3.45 estimated daily trips to the site, whereas it should have been calculated from 2.75.
However, the Urban Roads Contribution - which goes towards road projects in the city - was unchanged.
"The applicant has requested that the Urban Roads contribution be waived due to the development itself providing a perceived material public benefit to the community and the applicant being a non-for-profit organisation," Mr Reynolds said.
"Upon review of the information provided, it is recommended that the urban roads contribution not be modified as the applicant has failed to adequately justify the waiving of the contribution against the relevant criteria as stipulated in the Urban Roads Contribution Plan."
Mr Jennings said contributions could not be reduced due to a perceived social public benefit or because it is a non-for-profit organisation.
