The draft operational plan and budget (including draft revenue policy) was approved by administrator Michael Kneipp on Wednesday.
It includes an increase to the water supply service by 1.57 per cent making it $1.94 per litre for water, a sewerage services increase of 1.8 per cent and an increase in the domestic waste management charge of 2.5 per cent to $290.60.
Major funding will also go towards the infrastructure backlog, with more than $7 million to be spent on urban roads, $2.6 million for rural roads and an additional $547,000 on footpaths.
The parks renewal program will also be continuing in 2016/17.
During the financial year Jack William Park is set to receive $50,000, about $100,000 will be spent on Luna Park Playground and the Victoria Park skate ramp will be replaced, worth $80,000.
The Macquarie Regional Library is proposed to receive more than $660,000 in 2016/17, as well as an additional $60,000 for new books.
Across the next four years Dubbo Regional Theatre and Convention Centre has been allocated $500,000, while the Western Plains Cultural Centre should receive $654,000.
Total projects for the Wellington region surpass $10 million, Wellington director Karen Roberts said.
Major projects include $2.36 million for contract works on state highways, $529,00 for the replacement of rural fire service tankers and $460,000 for kerb, gutter and footpath reconstruction.
Mr Kneipp said it was a "business as usual budget", with council getting on with the job.
"It's just the usual council operations. The sewerage, the water, the garbage. There's a lot of money in there for roads and also the Dubbo airport," he said.
Submissions will be open until 5pm on Wednesday, June 22. They can be made at www.mydubbomysay.com.au.
"They must be in writing. They'll all come back to me and I'll sit down and consider any changes that should be made to the budget," Mr Kneipp said.
An extraordinary meeting will be held on June 29 in Wellington for the final budget to be approved.
