On the face of it, the reason Malcolm Turnbull opted for a double dissolution on July 2, rather than waiting just a few weeks for a standard election, was to clean out the Senate – to resolve a problem. Which is why passage of the Senate voting changes to end preference harvesting became a prerequisite to setting the date.
