Dubbo residents will likely pay less in residential, tourist accommodation and seniors' housing developer fees under a new Section 94 Plan.

Amendments to the Section 94 Contributions Plan for Open Space and Recreation Facilities recently went before Dubbo City Council.
In a report to council, manager city strategy services Steven Jennings said the main difference with the new plan was that it calculated contributions based on the works proposed in the area.
Under the previous plan, a single lot becoming a two lot subdivision would pay $5096.16 in contributions. However, less is paid in the new draft plan under all six local planning units.
The biggest difference is for Central South, which will be reduced by 44.06 per cent to $3537.50.
Central North and East North will pay 17.17 per cent less, followed by a 12.88 per cent reduction in East South and a 6.02 per cent decrease in West North.
West South has the smallest decrease at three per cent, and would pay $4918.
"This approach to developer contributions for Open Space and Recreation Facilities has resulted in a notable decrease in the level of contributions proposed to be levied in the plan," Mr Jennings said.
"In addition, the new plan also proposes to not levy contributions for development undertaken in village areas and for land zoned R5 Large Lot Residential that does not adjoin land currently zoned residential under the provisions of the Dubbo Local Environmental Plan 2011."
Mr Jennings said the contributions had been calculated based on the value of works proposed in the local planning unit, divided by the expected population growth.
"The new Section 94 Contributions Plan will assist council to deliver significant open space infrastructure in the city-wide planning unit, including further infrastructure in Elizabeth Park and the Dubbo Regional Botanic Gardens," he said.
"Infrastructure provision in the local planning units will concentrate on the provision of open space areas to facilitate new residential development in the north-west and south-east Residential Urban Release Areas and further embellish existing open space throughout the city."
Council endorsed the draft plan for public exhibition. Following completion of the public exhibition period, a further report will be provided to council for consideration.
