THE proposal to forcibly merge the Dubbo and Wellington local government areas will be a hot topic for discussion when Dubbo Cultural Forum meets on February 23.

Dubbo Arts president Di Clifford said Dubbo City Council community services director David Dwyer had agreed to speak about how cultural groups could be affected by amalgamation.
"The proposal has caused a lot of anxiety," Ms Clifford said.
"Concerns have been expressed about future financial arrangements for cultural organisations.
"Issues have also been raised about the difficulties groups could experience when trying to disseminate information to a bigger population spread over a wider area." Ms Clifford said the first cultural forum meeting for the year would also discuss Artlands 2016, a major regional arts event to be held in Dubbo from October 27-30.
"Artlands will be part conference, part festival and all arts with four days of activity, conversation, discussion, debate and inspiration from across the nation and overseas," Ms Clifford said.
"It will be the largest arts gathering in Australia and a wonderful opportunity for Dubbo to shine."
Ms Clifford said all interested members of the community were welcome to attend forum meetings held every four months at the Western Plains Cultural Centre from 5.45pm.
"The forum was established two years ago at the behest of Dubbo City Council to generate ideas to form a springboard for the cultural fabric of Dubbo," she said.
"Dubbo Artz was asked to organise a gathering to look at infrastructure and talk about current and future needs and networks.
"The vision was for meetings to discuss marketing of facilities and services and co-operative and complimentary activities.
"The forum has been very successful and recent achievements include the establishment of a cultural person of the year award at the annual Dubbo Australia Day celebrations.
"Olaf Weyand was the inaugural recipient. He has played a significant role in the nurturing of cultural life within Dubbo and surrounding areas."
