The challenge is open to students in year 11 and 12 from the Dubbo, Narromine, Wellington and Mid-Western Regional local government areas (LGA).
Starting at Mudgee on March 4, a preliminary round will be held in each LGA before the final is held in on April 3 in Dubbo.
The challenge would help showcase the public speaking skills of students across the school network, Mr Grant said.
"Public speaking can be a great self-esteem booster and with categories for both male and female students. I'm looking forward to the competition," he said.
"I have written to all secondary school principals across the electorate, including both government and non-government schools inviting them to participate."
Dubbo's first round will be held on March 14.
