Events Dubbo Inc is set to apply for funding from Dubbo City Council for the 2016 Macquarie Credit Union Dream Festival and to release its sponsorship documents to the business community.
Incoming chairwoman Anne Field has hopes the volunteer committee can deliver an event that is "bigger and better than last year", when more than 13,000 people attended.
But the former vice-chairwoman, who took on the top job last week after John Walkom resigned, acknowledged the make-up of this year's Dream Festival would "depend on our funds".
Last year the council proposed 2015 would be the last time it would stump up cash for the Dream Festival, after providing a total of $180,000 since 2010.
After receiving 69 submissions in support of the festival the council agreed Events Dubbo Inc be requested to provide a business case for further funding, in addition to the acquittal report regularly submitted after each festival.
On Friday Mrs Field said last year they presented a business plan for the next three years and this year they would do the same.
The chairwoman, part of the committee since its inception in 2010, said they were about to provide the acquittal report with their audited financial result and attendance figures including visitation by people from outside Dubbo.
"That's one of the elements the council considers - how many people came to the event and how many are from out of town," she said.
They were working towards making the business case and an application for funding next month.
"We'll deliver the best festival we can with the resources we have," Mrs Field said.
"I really hope we came make it bigger and better than last year."
Mrs Field said it had been pleasing to see a number of Dubbo councillors attending the events of the festival last October.
She counted the number of community organisations that commissioned lanterns for the DREAM Lantern Parade as one of a growing number of successes.
"The community is starting to invest in it and promote what they do," she said.
Macquarie Credit Union will continue with its "amazing support" as the Dream Festival's major sponsor for a third year in 2016 and has committed to next year as well.
"It's not just money, they get in and help us, they've been wonderful," Mrs Field said.
"We'd love to see some more businesses in the community get behind the festival."
The committee also planned to kick off the return of its DREAM Dinners at local restaurants in March.
An addition to the committee's activities, Mrs Field said they had not only been a fundraiser but also a great way to promote dining at Dubbo and Narromine.
