Up to 50 people turned up to the first meeting of the committee, which is campaigning for a palliative care doctor and an increase in specialist nurses for the region.
"It really frightened me that we had a very, very well respected palliative doctor who has retired in the field come all the way from Sydney to tell us abut palliative care and how badly our services are lacking," Cr Shields said.
The lack of palliative care nurses looking after not only Dubbo but the whole region was also frightening, he said.
"There is now a specialist palliative care committee lobbying in the city and I give them my full support.
"The community really needs to get behind this committee to get those services that are so desperately needed."
Dubbo joins Orange and Taree as the only three NSW communities to have working groups of the Push for Palliative campaign seeking increased funding for end-of-life care.
