The Marylebone Cricket Club's World Cricket Committee made the recommendation as part of its biannual meeting, held at Adelaide Oval, preceding the inaugural day-night Test.

It also urged a "game-wide" agreement that home boards would not hold any influence over the type of pitches prepared for matches they host. The recommendation came a day after 20 wickets fell on a single day's play in a Test between India and South Africa, played on a pitch in Nagpur that has featured an outrageous amount of assistance for spin-bowlers.

The committee, which includes revered cricketing figures such as Mike Brearley and Ricky Ponting, said the introduction of that tweak could allow the removal of the concession that sees teams' referrals replenished after 80 overs.

The tweak would not extend to batsmen given out leg-before. If they challenged the verdict and it was found to be "umpire's call" by the ball-tracking technology, not only would the verdict be upheld but their team would lose a review, unlike the bowling team if the situation was reversed.

The accuracy of technology used for DRS, particularly the Hawk-Eye and Eagle-Eye ball-tracking systems, are being examined by the Massachusetts Institute of Technology. Should that report reflect positively on them the committee hoped it would "accelerate the universal use of the DRS, which [the committee] has long supported, in international cricket".

The extent of DRS varies between series and relies on the agreement of both teams. India has been, and remains, a key sceptic about the accuracy of the ball-tracking systems.

Recommendations from the committee are not binding on the ICC and other administrators, although given the reputation of its members they generally carry a lot of weight.

The problem of umpires failing to call bowlers overstepping could also be on the way to being solved.

The issue was brought into focus during the Ashes-ending Test at the Oval this year. On day two both England and Australia had a wicket overturned because the bowler was subsequently found to have overstepped. Furthermore, now-retired paceman Mitch Johnson was not called for at least eight no-balls that should have been called over a three-over stint.

The ICC subsequently said umpires are told to only call front-foot no-balls if they are absolutely sure, because even if the no-ball is missed at the time it can be detected by the third umpire.

Former elite Australian Simon Taufel, who has just finished his stint as the ICC's umpires' manager, gave a presentation to the committee about a system that would see the third umpire given primary responsibility to monitor, and penalise, bowlers who overshoot the crease while delivering the ball.

"[The committee] felt that a fast, automated system for the calling of front-foot no-balls would be a welcome enhancement to the game," it said.

The committee's hope that curators would be guaranteed independence in preparing pitches was to counter the current trend of it being too hard for teams to win overseas Tests. Over the past three years 70 per cent of Test wins have been by the home team.

"There are other factors contributing to this trend, such as shorter tours and a lack of adequate player preparation in local conditions, but there are indications that pitches are increasingly being prepared to suit the home team," it said. "The committee would like to see a game-wide agreement that ground authorities be left alone to produce pitches that reflect local conditions while encouraging a fair balance between bat and ball."

The committee said it would look closely at the England and Wales Cricket Board's recently announced trial of allowing visiting teams the option of bowling first in county matches, which would remove the need for a coin toss to decide the structure of the match.

"The committee will monitor the success of this trial before considering whether some kind of concession of the toss should be recommended for Test cricket," it said.

The committee also said it was "encouraged" by progress in discussions between the ICC and the International Olympics Committee in having cricket accepted as an Olympic sport. It is forecast that having cricket in the Olympics would pique the interest of China.
