The Macquarie junior, who took a five-wicket haul in a recent Kelly Cup match, dominated host state Tasmania as she finished with match figures of 6-19.
Tasmania batted first, and such was the ease with which the ACT/NSW Country side took wickets early, they rolled the hosts twice for a combined total of 20-127.
Hughes snared two wickets in her first spell before returning to the attack later on and taking four more, including a hat-trick where all three victims had their stumps rattled.
NSW/Act then came out to bat, and with bonus points up for grabs and the 40 overs needing to be batted out, they made their way to a score of 6-330.
"She was over the moon when she came off the field and she deserved to be. She bowled really well," proud father Alan Hughes said.
"After she was done Cricket Australia interviewed her and put it up on Twitter and on their website, and it was just a great way for her to start the carnival.
"She bowled good line and length. You watch her brother James bowl and he does the same and it just shows with how many wickets they get, either bowled or LBW.
"When she played in the indoor nationals she got 18 wickets at that carnival and most of them were bowled as well. It's just a knack."
With victory secured in their opening match of the carnival, ACT/NSW Country will now turn their attention to their second match, which will be against Western Australia today.
