Rachel James and Mel Kerney opened their own dog rescue in July, 2014, after learning the RSPCA was set to cease operation of the local pound.
"This worried us and disappointed us at first as we were unsure what would happen to the animals," Ms James said.
While the council took over the running of the facility, the women feared a reduction in operating hours and the types of animals accepted would see more animals slip through the cracks.
"We thought maybe we could help, one dog at a time," Ms James said.
The pair set up a single dog run along the side of their house.
"One dog came in, then another, then another and before we knew it, we grew into helping dogs unofficially," Ms James said.
"No name, no plan, just helping dogs find a new home, one that will keep them safe and one that will be a Pawever home."
A move out to Geurie and two expansions later, Best Friends Pawever Dog Rescue has rescued more than 70 dogs from across the central west, and rehomed 50 of them.
Last week the women received a visit from NSW MLC Mark Pearson of the Animal Justice Party.
The women are now calling for volunteers and donations to help them continue their work.
Dog kennels can be sponsored, while they will also accept donations of food, washing up detergent, laundry detergent, clean water and dog toys.
"And if you want to come out of a weekend and spend some time playing with them, walk the dogs, bath them, bring your kids out," Ms Kerney said.
