A change of use development application is where one land use activity changes to another, as defined by the Dubbo Environmental Plan 2011, such as altering the use of a place of public worship to a shop, Council's strategic planning supervisor Steven Jennings said.
Council's Planning and Development Committee voted in favour of the move earlier in the week, however a decision will not be made until Monday's October Ordinary Meeting.
"To ensure the integrity of the plan is maintained and to allow the plan to continue to deliver significant infrastructure projects to the city, the draft amended plan includes provisions for council subsidisation of the Section 94 Contributions that are not collected as a result of the draft amendment," Mr Jennings said.
"This would mean that to ensure infrastructure continues to be delivered and to maintain the integrity of the plan, council would meet any shortfall of the contributions collected."
When it started in 2005, the Section 94 Contributions Plan- Roads, Traffic Management and Car Parking planned for more than $47 million worth of road works from the contributions until 2016.
It includes the construction of new roads, significant traffic infrastructure and the provision of traffic facilities throughout the city to cater for an overall population in excess of 60,000 persons.
Mr Jennings said the proposed amendment was consistent with the common themes raised by stakeholders and the public during the Ignite Our Centre Engagement Program.
"The Dubbo community identified the need to encourage and promote the establishment of businesses, enterprises and development in the Dubbo Central Business District," he said.
If council adopts the amended draft of the Section 94 Contributions Plan, the proposal would be placed on public exhibition for a minimum of 28 days.
