Privately-backed BOOMDubbo has plans for creative pieces in public places and to bring an "art walk" to the business district.
As it announced its first artist it also invited other parties interested in commissioning a work to partner with it.
BOOMDubbo project manager Kim Goldsmith said Wollongong-based Trina Collins, also known as Poncho Army, had been commissioned by BOOMDubbo to do five portraits and would arrive in mid-September.
Ms Goldsmith said through art BOOMDubbo was looking to make the city a "bright, welcoming, happy, interesting" place to be.
By focusing on the CBD, the project aimed to add value to the precinct, create a sense of pride in Dubbo and the region and increase visitation, she said.
Another artist would start work in October and the first version of the art walk would hopefully be seen early next year, she said.
"Anything that creates interest and makes people want to get out of their vehicles and stop and look at something in Dubbo I think has value," Ms Goldsmith said.

It comes after the installation of a 45-metre long mural along the street front of a prominent site in Macquarie Street, adjacent to the Milestone Hotel.
Ms Goldsmith saw the mural, called 'Farting Cockatoos', by local artist Jack Randell as "a non-traditional treatment of what was a fairly boring and ugly site".
"Regardless of whether you love it or dislike it, it's creating conversation around a space that previously no one gave a thought to," Ms Goldsmith said.
"That to me is the power of public art."
The project manager issued a callout for partners.
"It is a privately-backed project that has been funded to be established, but obviously going forward we're looking for people to invest in the project to make it work for the whole community."
