Emergency services were called to the Mugga Hill and Firgrove areas at about 5pm and some of the region was left without power.
Dubbo State Emegency Services regional controller David Monk said the SES was responding to 10 calls for assistance as of 6.30pm. He said the strong wind could be called a mini-tornado and had left his crews with plenty of cleaning up to do.
"It cut a path about 200 metres wide with another 100 metres either side showing debris," Mr Monk said.
"It appears to Mugga Hill and has gone down towards Richmond Estate.
"Crews are working on 10 jobs. I haven't heard any reports of houses being damaged but the crews are still completing reconnaissance so we won't know more until then."
"It's a severe wind. it is capable of bringing down trees and damaging property. You can call them tornados, they look almost like a water spout and suck a lot of air in.
"They are normally very localised and happen out in the open but if you get trees or anything else in it's path, that's when they can make a mess."
One resident, who didn't wish to be named, said he visited his cousin's property, where a shed had been ripped apart by the mini tornado and tiles ripped off the roof of the house. He said a neighbour's trampoline had ended up in the trees on his cousin's property.
"The damage is just unbelievable. It has left a trail of destruction and, there are trees down everywhere and the shed is just a twisted mess," he said.
