Detective Senior Constable Tim Connolly said a team of rural crime detectives ran the operation in conjunction with Tuesday's goat sale.
He said officers were targeting offences relating to travelling stock statements, national vendor declarations and offences relating to the transport of stock.
"We spoke to and examined the stock trucks of 25 drivers, a number equal to about 90 per cent of the day's traffic," he said.
"We are following up on what we believe were some stolen goats.
"We also issued warnings for incomplete vendor declarations and an infringement notice was issued for an unregistered trailer."
Detective Senior Constable Connolly said drivers were mostly very cooperative.
"The response from the public was quite positive, and we're hoping to run further operations at the Dubbo saleyards in the weeks and months to come," he said.
