The aged care facility will be a 70-bed centre when the first stage is complete, but hopes to expand by a further 75 beds after 2017.
Once the building of the first stage of the facility is completed, the foundation stone will be laid there for residents and visitors to see.
The Royal Freemasons' Benevolent Institution of Australia president Ken Thompson was pleased building had began at the site, and the ceremony attracted a strong turnout.
"With work underway we would expect it to be ready in 18 months or so, weather and other possible obstacles pending," he said.
"It will be great for the city of Dubbo once it is completed with an aged care facility for 70 odd people at the first stage and employ over 100 jobs."
During the ceremony, corn, wine, oil and salt were presented as symbols of nourishment, refreshment, gladness and brotherly love respectively.
The foundation stone ceremony was in the village hall at the self care village in Darby Close, which is a 45-unit self-care facility, which has been running since 1982.
