"I'm very humbled. I feel very honoured to take it," Cr Donald said.
Cr Donald has been awarded the Order for service to the local government and to the community of Nyngan.
He said he was glad the award recognised the work he had done for the community.
"That's where I've lived my life and been involved in a number of organisations."
Cr Donald has been mayor since 1997 and on council since 1991.
He has held a number of roles with Local Government New South Wales, including president, vice-president and chair of the economics committee.
Cr Donald has also given his time to the Roads and Maritime Services as NSW local government liaison, member of the Road Freight Council and member of the Road Safety Advisory Committee
Years have been spent on the Rural Fire Service Advisory Council and Bushfire Co-ordinating Committee, the Local Government Procurement Board, NSW Destination 2036 Steering Committee, NSW Government liaison for the Office of Environment and Heritage and a member of the Native Vegetation Regulatory Review Working Group.
He always tried to go into bat for rural towns and his community, Cr Donald said.
