NSW Health is advising people at risk of contracting the infection to see their GP or attend the Dubbo Sexual Health Clinic during HIV Testing Week from June 1 to 7.
It reports that about 10 per cent of HIV positive people in NSW may not be aware they are infected.
Currently 10,500 people have been diagnosed as HIV positive.
The state's chief medical officer Dr Kerry Chant said achieving high levels of HIV testing and treatment and maintaining safe sex practices were key to ending HIV.
"Increasing HIV testing rates is vital because HIV is generally transmitted by people who don't know they have it," she said.
"However, many people have not been tested recently, do not know they are HIV positive, and are possibly transmitting HIV to others".
The Western NSW Local Health District's (LHD) sexual health clinical nurse consultant Brett Dubois is encouraging conversations during and after HIV Testing Week.
"We need to keep HIV testing on people's minds and help make conversations about sexual health, safe sex and HIV prevention as part of the norm," he said.
Mr Dubois said in 2014 HIV testing in NSW increased overall and among high risk groups.
In 2015 they include people who have unprotected sex while travelling overseas, gay men and men who have sex with men, injecting drug users and people from countries where there are high rates of HIV infection.
NSW Health is advising that HIV tests are "easier and faster than ever before".
During HIV Testing Week, testing will take place at Dubbo and Orange sexual health clinics through extended opening hours.
Dubbo and Orange Sexual Health, the Rainbow Alliance, the Western Area Gay and Lesbian Social/Support Group and headspace have joined forces to promote the testing on social media.
