NSW Education Minister Adrian Piccoli has agreed to hold an urgent meeting with teachers to discuss the ongoing crisis at Walgett's only high school.

On Friday, the NSW Teachers Federation called for an independent investigation into community issues that were negatively affecting the public high school.

According to documents obtained by Fairfax Media, Walgett's high school campus suffers from repeated student violence, low attendance and poor academic results.

After his second visit to Walgett in 2013, Mr Piccoli was so alarmed by the state of the school that he urged the media to hound him and said these conditions wouldn't be allowed if it was in Sydney.

Mr Piccoli said on Friday that "if this was a high school in inner Sydney, it would be all over the radio and the TV would be out there".

But he had only done some "media grabs" and some radio interviews. "It just goes to show ... I presume it is a lack of interest," he said.

Mr Piccoli said the government had allocated $7 million to improve the physical condition of schools like Walgett, and had allocated $8 million to mental health programs – the first program of its kind – across 15 troubled schools in north-west NSW, including Walgett.

"It is easy to allocate the money. That's the easy part. It is harder to find the people to employ. When you put an ad in the Herald for a principal, you don't get the right applicants. Or ads for doctors or social workers, you don't get any applicants."

The Mayor of Walgett Shire Council, David Lane, said the news of violence and poor academic results was "no surprise to anyone".  He said the council and businesses found it hard to retain professionals and staff who had children of high school age.

The school is 98 per cent Indigenous and about 95 per cent of children come from the poorest homes in  Australia.

Mr Lane said every school should have a socio-economic mix. "When you remove one whole section of the community, it leaves the entire school at a disadvantage."

The Teachers Federation's deputy president, Gary Zadkovich, said "it was unfair and unreasonable to expect teachers to shoulder the responsibility for rectifying and resolving conflict, tensions, complexities, problems and divisions in a local community like Walgett that go back decades".

"We believe our members are doing the best they can to provide quality education for the students in Walgett college," he said. "Unfortunately, their efforts are being undermined by the failure of various government agencies to properly address issues in the broader community."

Walgett's executive principal, Richard Rule, resigned late last year after being criticised by some members of the Indigenous community, who claimed he was not implementing the Connected Communities Strategy, a program to increase Aboriginal community involvement in 15 troubled schools like Walgett in northern NSW.

Mr Rule denies this claim.

The school has been unable to retain principals for much longer than 18 months, staff turnover is high, and most of the leadership of the school are acting in those roles.

Referring to the upcoming meeting with Mr Piccoli, Mr Zadkovich said the federation would push for an evaluation of the Connected Communities strategy across all of the 15 schools.

Mr Lane supported the idea of an inquiry and review of the current management structure.

"Hopefully there will be some action to improve the educational outcomes for the children of Walgett," he said.

"There is no quick cure, but unless somebody grabs it by the horns, and starts making decisions, without worrying about getting scared or moved on, it will be never solved. You can't just have a revolving door of principals," he said.
