There were smiles from the new citizens and their families as they were handed their citizenship certificates, before having a cup of tea and a lamington.
One new resident, Norah Yeo said she had come to Australia from England after meeting a man online.
"We ended up getting married- that was in Tasmania seven years ago," she said.
Ms Yeo, who recently became a grandmother said she has been in Dubbo for about four years.
"It's a different world here, different from England. The people are lovely, the weather is lovely- it took me a long time to adjust to the weather."
It was a relief for Ms Yeo that the ceremony was over quickly.
"My husband tried to scare me he said it was only going to be me and there would be lots of cameras and people asking me questions."
While she already has some of her family in Australia, Ms Yeo said soon all her family would be moving from England.
"I'll have all my family out here with me which will be lovely."
It was deputy mayor Ben Shields' first time officiating the citizenship ceremony.
"It's one of the nicest things you get to do as part of an acting mayor," he said.
Cr Shields said citizenship was one of the most valuable possessions the people could own.
