Through the Australian Defence Force, Mr Coulton has offered his support to the young man's family and the Pilliga community, 105 kilometres west of Narrabri.
Private Galagher, 23, was among five soldiers mourned by their mates at Tarin Kowt in Afghanistan at the weekend.
He and a comrade died in a helicopter crash just hours after three other soldiers were murdered by a rogue Afghan soldier on Wednesday.
On Saturday the fallen were honoured before their bodies were transported to aircraft to bring them home to Australia.
The five caskets were led by a lone piper and surrounded by saluting soldiers.
Flags at Pilliga have been at half-mast as the community struggles with its loss.
At the time of his death, Private Galagher was on his second deployment to Afghanistan.
He was born in Wee Waa in 1989 and enlisted in the army in October 2007.
Private Galagher was posted to the 1st Battalion, The Royal Australian Regiment (1 RAR).
In November 2011 he was posted to the 2nd Commando Regiment based at Holsworthy Barracks in Sydney.
Private Galagher was awarded the Australian Active Service Medal with Clasp ICAT, the Afghanistan Campaign Medal, the Australian Defence Medal, the NATO non-article 5 Medal with Clasp ISAF and the Multiple Tour Indicator (2), the Infantry Combat Badge and the Returned from Active Service Badge.
