Police were forced to use pepper spray against the German shepherd before it was captured by a city ranger on Saturday.
It was part of a busy weekend for police who also initiated a pursuit of a motorist who then allegedly reached speeds of more than 150km/h north of Dubbo.
She was arrested and will face multiple charges including high-range drink driving in Dubbo Local Court.
The dog attack occurred in St Georges Terrace in the residential Eastridge Estate.
"A woman was severely injured by a stray German shepherd dog," acting Inspector Malcolm Andrews said.
"Police attended and had to use OC spray to stop the dog attacking them."
A Dubbo City Council ranger was also on the scene to assist and the dog had also bailed up other people at one time, the inspector said.
The ranger caught the dog in a yard and it was impounded, he said.
"The woman was taken to hospital with a severe laceration to her leg after being bitten," acting Inspector Andrews said.
He said the ranger would be investigating the matter.
The inspector urged people to be mindful of where their pets were and to make sure their yards were secure.
The injured woman was in a stable condition, a Western NSW Local Health District spokeswoman said on Sunday.
In an unrelated incident highway patrol officers initiated a pursuit on the Newell Highway between Gilgandra and Dubbo on Saturday.
Acting Inspector Andrews said a 19-year-old woman had been at a party with relatives when she allegedly took a silver Holden Commodore from a Waugan Street address about 6.30pm.
She stopped at a service station on the Newell and allegedly took fuel without paying, driving off towards Dubbo.
The woman was intercepted by highway patrol and a short pursuit took place before the woman stopped at a truck stop at Brocklehurst and surrendered to police.
She recorded a reading of 0.155 and was charged with high-range drink driving, illegally using a vehicle, stealing, failing to stop and driving at a speed of more than 45 km/h over the limit.
She was refused bail to appear at Dubbo Local Court on Monday.
In other unrelated incidents a woman was charged with mid-range drink driving at Dubbo and a woman was charged with 21 counts of fraud for using a stolen credit card at various Dubbo businesses.
