The funding was considered for reallocation to Elizabeth Park after monitoring of the playground at Buckingham Park last year found a low rate of people using the equipment.
Between August 8 and November 14, 30 adults and 45 children were recorded using the playground or picnic setting.
Dubbo City Council Works and Services Committee chair Lyn Griffiths said a proposition sought to use the funding to assist with the development of a regional playground at Dubbo Regional Botanic Gardens, but a consultation process found the community disagreed.
"After consideration of the proposal and the community feedback the committee has recommended to retain Buckingham Drive as a neighbourhood park and fund the renewal of the equipment," Cr Griffiths said.
A petition, signed by 11 households was also handed to council over the perceived neglect of Buckingham Park over the past 20 years.
In a report to council, Parks and Landcare Services director Murray Wood said it was a very different issue in regards to managing the asset renewal budget of council.
"Any increase in operational maintenance of a park in Dubbo would require a decrease in maintenance for parks elsewhere in Dubbo," Mr Wood said in the report.
"This is of course a decision council can make but there would have to be a significant community consultation process in this regard.
"Comments about the installation of irrigation systems over large areas equates to spending approximately $100,000 on a new asset which is beyond the scope of the community consultation undertaken."
The community consultation process was carried out in January and February this year.
It included a letter drop to 296 households and a barbecue information session encouraging a response from residents.
Of 25 responses, 17 requested the funds remain allocated for Buckingham Park.
Following consultation, the Works and Services Committee has also recommended council establishes an Adopt-a-park group at Buckingham Park to facilitate further improvements.
