When questioned, Peter James Pearce told officers he thought his disqualification period ended in 2017, court documents show.
The Tweed Heads man pleaded guilty in Dubbo Local Court.
Pearce, 40, was pulled over by police for a random breath test on New Year's Eve in Birch Avenue, the documents show.
When police requested his licence, he said he didn't have one.
He returned a negative breath test, but checks revealed his licence had expired more than 20 years earlier in 1993.
Further checks revealed he was disqualified from obtaining a licence until 2021, and it was then Pearce said he thought it was until 2017.
At the time of the offence traffic conditions were moderate with a number of pedestrians and vehicles in the area due to a New Year's Eve celebration at a nearby oval, police said in the document tendered to the court.
A woman who was a passenger in the vehicle held an active drivers licence, the document said.
Pearce was present in the court when a plea of guilty was offered on his behalf.
The defence said Pearce's antecedents did not assist him.
The matter was adjourned to Tweed Heads Local Court for sentence next month.
