The driver reached speeds of up to 170km/h during the pursuit that started 20km south of Tarcutta on the Hume Highway at 5am, police said.
Highway patrol officers terminated the chase when the Ford Laser veered to the wrong side of the road.
Police were alerted to its whereabouts after the driver allegedly failed to pay for petrol at Gunning.
A highway patrol car spotted the car headed north on the Goulburn bypass at about 7.45am and pursued the vehicle for a short distance. It was again terminated when he veered to the wrong side of the road. Police alleged at this point the car was travelling at 165km/h
Sergeant Rod Cranston said officers were preparing to set up road spikes on the northbound lane but the driver did a u-turn and travelled south when he spotted police.
Meantime, officers laid spikes on the southbound lanes, near the Braidwood Rd underpass on the bypass.
The Laser hit the spikes but travelled another 500 metres where the driver attempted to do another u-turn. In the process it became stuck in a slight gully. The car caught alight soon after, completely destroying it.
The blaze burnt out a small area which two NSW Fire and Rescue units quickly doused. At the Goulburn end of the chase, four highway patrol vehicles and one general duties car were involved.
Police arrested two males at the scene and took them to Goulburn Police Station.
The 18-year-old was charged with receive stolen property, dishonestly obtain property by deception, police pursuit-not stop-drive dangerously (Skye’s Law), drive vehicle in a manner dangerous and drive while disqualified.
The older man was charged with receiving stolen property and dishonestly obtaining property by deception. Both men were refused bail to appear in Goulburn Local Court on Monday November 24.
