Strachan, playing his first match for Dubbo since returning from close to two years living and playing cricket in Scotland, bowled with pace and intimidation to finish with the amazing figures of 8-37 from his 10 overs.
Incredibly it marked the second week in a row where a Dubbo bowler has taken eight wickets after Ryan Medley, Strachan's CYMS teammate, took 8-33 in the win over Cowra.
After winning the toss and batting yesterday, Dubbo suffered some jitters in their innings as they fell from 2-138 to be all out for 216.
Parkes were well in the match as they raced to 0-59 but Strachan's introduction soon brought a string of wickets and Parkes were soon all out for 146.
"It was great to have him back," Dubbo captain Tim Cox said after the match.
"He's a match winner and he changed the game today because they were on a bit of a roll early on and he's just got that x factor about him, the height and the bounce and when he hit that back of a length he was pretty much unstoppable.
"It was tremendous to have him back and keen and it should be good for the rest of the season."
Earlier, Asher Robins' 69 and Jordan Moran's 47 had set the platform for Dubbo but no one was able to go on and make the big score, with Parkes' Toby Nash taking 4/37 through the middle order.
While the match ended in a comprehensive victory, Cox admitted his side's batting needs to improve.
"That was the disappointing thing, we laid the foundation there with Jordan and Asher looking really good but we spoke about it and losing wickets in clusters in one day matches is a no-no and against the top teams when you go further in SCG Cup and things like that it will cost you the match," he said.
"If a guy is in he needs to go on and get a really big one, we were probably, in all honesty, 60 to 80 runs short of where we should have been."
Parkes skipper Anthony Heraghty began the run chase in a positive manner as he raced to 50 but very next ball he was Strachan's first victim when he fell to a smart caught and bowled.
The big all-rounder then removed the other two danger men in the Parkes lineup, getting Pat Rosser caught for 8 and Peter Yelland caught behind for 11.
Luke Clarke showed some fight as he made 27 but Strachan kept making inroads into the Parkes lineup and after he had his eighth Ben Patterson returned to the attack to take the final two wickets.
Parkes skipper Heraghty admitted it was disappointing to lose but said there was little his side could do against Dubbo's bowling attack.
"Our bowling was exceptional but a few blokes at the top of the order, myself included, got starts and didn't go on with it," he said.
"We were missing a couple of batsman but taking nothing away from Dubbo, they're a really good side and bowled well and they're probably the best team this side of the Blue Mountains."
