The annual party will be held from 6pm to 8pm at the St Laurence's Primary School Hall.
Entry is $4 per child or $10 for a family.
Last year more than 200 people attended, this year Rachel Mills Hear our Heart founder said she hoped it would be even bigger.
"We're building on it each year," she said.
Funds raised would go towards the Ear Bus Project but it was about getting the word out there, Ms Mills said.
"It's more about awareness and getting more support for the project," she said.
Dancing and games will feature, as well as a free ear health check by audiometrist Gordon Rutter.
Prizes will be handed out for the best dressed children in each category.
Chips will be sold for 50 cents, $1 for drinks, chocolates, Halloween cupcakes and tea and coffee.
Ms Mills said the event had become a popular and anticipated event on the Hear Our Heart calendar.
"All children of Dubbo are welcome- from babies to year 6," she said.
So far the Hear Our Heart Project has raised $185,000 across two years.
Ear tests are conducted monthly and Ms Mills said the team hope to increase it to weekly. Tests aim to identify issues and fix them as soon as possible.
